This morning, the Arizona DHS released the official draft rules available here. These are the highlights:

  • Dispensary applicants now face a 3 year residency requirement instead of 2 as stated in the initial draft rules
  • Verbiage about requiring a pharmacist available to the dispensary is removed
  • The 70/30 cultivation ratio has been removed
  • Medical director is now more loosely defined
  • There is now a two-step process for dispensary applicants which reduces upfront risk
  • A portion (20%) of the $5000 application fee is now refundable

We will add more information as we continue analysis. Stay tuned.
